What does this section say?
The Lieutenant Governor shall have the same qualifications as the Governor. The Lieutenant Governor is President of the Senate but has only a casting vote. (Sec. 9 amended Nov. 5, 1974, by Prop. 11. Res.Ch. 96, 1974.)
