What does this section say?
This article shall have no force or effect unless Senate Bill No. 200 of the 1979–80 Regular Session of the Legislature is enacted and takes effect. (Sec. 8 added Nov. 4, 1980, by Prop. 8. Res.Ch. 49, 1980. Note: SB 200 (Stats. 1980, Ch. 632) did not take effect and was rejected by referendum on June 8, 1982.)
