What does this section say?
Until the General Assembly shall otherwise provide, guardians' accounts shall be filed with and be adjusted and settled by the Register of Wills for the county, and be subject to exception, hearing, adjustment, and settlement in the Orphans' Court for the county as before this amended Constitution took effect. 84 Del.
