What does this section say?
Oath of judges; clerks. The said Judges of election, before entering upon the duties of their office, shall take and subscribe an oath faithfully to discharge their duties as such. They shall appoint two Clerks of election, who shall be sworn by one of said Judges faithfully to discharge their duties as such. In the event of a vacancy in the Board of Judges the same shall be filled by the electors present.
