What does this section say?
Merit system governing employment in executive branch of state government. The legislature shall provide by law for a state merit system governing the employment of employees in the executive branch of state government. [Added in 1970. Proposed and passed by the 1967 legislature; agreed to and passed by the 1969 legislature; and approved and ratified by the people at the 1970 general election.
