What does this section say?
The State Board of Agriculture shall be composed of 3 Commissioners of Agriculture, 1 of whom shall reside in each county in this State. Any 2 of them shall constitute a quorum for the transaction of business. 84 Del. Laws, c. 281 and 85 Del. Laws, c. 5;
