What does this section say?
Section 102 Officers for new counties. When a new county shall be created, officers for the same, to serve until the next regular election, shall be elected or appointed in such way and at such times as the General Assembly may prescribe. Text as Ratified on: August 3, 1891, and revised September 28, 1891. History: Not yet amended.
