What does this section say?
Section 47 Bills to raise revenue must originate in House of Representatives. All bills for raising revenue shall originate in the House of Representatives, but the Senate may propose amendments thereto: Provided, No new matter shall be introduced, under color of amendment, which does not relate to raising revenue. Text as Ratified on: August 3, 1891, and revised September 28, 1891. History: Not yet amended.
