What does this section say?
EXTRA LEGISLATIVE SESSIONS. He may, on extraordinary occasions, convene the legislature by proclamation, in which shall be stated the purposes for which the legislature is convened. Extraordinary sessions to reconsider vetoes: Art. 3 Section 12.
